Water & Sanitation Challenges in Mardan

IRSP and WaterAid Pakistan inked an agreement in 2006 to addr
ess the challenges of Water and Sanitation with special focus on hygiene promotion in district Mardan. The partnership also continued in 2009-10. The sphere of the project extended to the country level with special focus on Access, Rights realization, Capacity Building and improved policy in WASH sector.
During the year 2009-10 activities were designed to pave the way for achieving the desirable objectives of the project.

Communication for Effective Social Services Delivery
Total Cost: PKR. 1,173,000
The partnership developed with CESSD in 2007 to improve the service delivery system in district Mardan. CESSD, community participation project was designed to improve social service delivery at the local level by supporting the Government of Pakistan's (Local Government). It is a capacity development project providing technical support to the local government system in NWFP. The project aims at strengthening the role of civil society in social service planning, delivery,
and monitoring; increase commitment to gender responsiveness in social service delivery; build the capacity of public servants to engage with citizens and support citizens' role in service delivery. After the project launched in Mardan a district stakeholder meeting was organized during which the priority for the interventions was identified as Education, Health and Water Sanitation. IRSP starts it work on Education and chose 3 UCs of Mardan on pilot basis to strengthen and streamline the service delivery of education department.
During 2009 in the selected UCs 28 PTCs were reactivated in 3 UCs (Guli Bagh, Jamal Garhi and Mayar) and 11 in the new 3 UCs (Baghdada, Chamtar and Takkar). During the interventions Trainings on Record keeping, Budget allocation, Reporting & coordination were carried out. Four CCBs were reactivated in district Mardan. Collection of OSC related data is completed. Baseline data of 13 facilities is collected. Trainings on social accountability & gender mainstreaming were provided in previous UCs. School Improvement Program training is also carried out and implemented.
The project intends to increase the number of UCs to cover the district. In each of the UC one or two center schools will be selected. During the next year the proposed activities will be carried out in the whole district by utilizing the existing hierarchy of education department.
Pakistan Initiative for Mother and New Borne

IRSP and JSI partnership was developed in April 2009 for improving the health of Mothers and Newborns in district Mardan. The project was designed to reduce maternal, neonatal and children morbidity and mortality in the selected UCs through viable
and demonstrable initiatives with strategic objectives of:- Increased awareness and to promote positive maternal and neonatal health behaviors around key MNCH indicators namely routine EPI with special focus on TT vaccination, ANC (antenatal care), PNC (post antenatal), clean, affordable acceptable and safe delivery.
- Increase access to the Maternal, Newborn and children health Care through community involvement in maternal and child health services.
Democratic Governance Program
Total Cost: PKR. 9,520,400
During the mid of 2009 a 3 years project was signed with The Asia Foundation titled “Democratic Governance Program”. The project is the succession of different short term projects initiated in Mardan through FAFEN network. The previous projects were designed to promote awareness among the individuals on voter registration and polling with specific objective of democratic awareness and education.
The DGP program is designed to work for in placing an effective, transparent and accountable system of government that enable Pakistan to meet the crucial and sensitive challenges of present scenario. In order to achieve the desired objective, DGP has been divided into three major components which are as follow:
• CRP: Constituency Relation Project
• Governance Monitoring: Monitoring the performance of public institutions
• PEVER: Political and Electoral Violence, Education and Resolution
IRSP is currently working in 3 NAs of district Mardan. To achieve the major components of the project; IRSP carried out a series of activities in the respective NAs.
The constituency relation groups have been identified and trained in 3 NAs. The monthly meetings of the CRG are in place in order to effectively involve them in the activities of DGP. They are mobilized for NADRA Registration and will achieve the target of 3000 CNIC registration in Jan 2010.
The CRGs are now effectively involved in the advocacy event and have successfully organized Media Workshops, Citizen Assembly and Meetings with ECP and NADRA for registration of CNIC and votes in all 3 NAs.
A public forum and People Assembly on Electoral Reforms were also organized for advocacy of the local govt. system and democratic governance.
During the month of December the community meetings started and so far 83 male and 52 female meeting have been conducted. The target of the meeting will be met in the year to come. The objective of the meeting is to advocate for CNIC & Voter Registration and Civic Education on Democratic Rights and Governance Mechanism. In NA-11 a cricket tournament was also held to disseminate the messages of DGP to youth.
On the PEVER component of the project more than 20 events related to peace and incidents have been observed and reported to FAFEN secretariat.
Strengthen Capacity in Taking Forward CLTS in Pakistan & Strengthen Institutional Mechanisms for Community Based Water Supply Schemes in Pakistan

During the last month of December 2009, IRSP signed another one year contract with WSP-SA in the continuation of the previous year project. This contract is unique in nature as it was signed with a Local Partner in Pakistan for the first time in the history of WSP-SA.The main purpose of the designed project is to strengthen the capacity of TMA, LG, CSOs and Communities in taking forward Community Led Total Sanitation in Pakistan & strengthen institutional mechanisms for community based water supply schemes.
The projects consists of a series of capacity development and advocacy workshops which will enable the stakeholder on the grassroots level to improves access to WASH and play their role in the advocacy process for having a sanitation policy in the province.
