There are seven schools<\/p>\n<p><strong><span style=\"text-decoration: underline;\"><br \/>\nCauses<\/span>:<\/strong>which were identified as Illegally Occupied Schools (ILS) which include three government primary schools for girls and 4 primary schools for boys. The statuses of these schools remain close for more than 15 years.<\/p>\n<p>There are some reasons behind this issue:<\/p>\n<ol>\n<li>Appointment of Land Donor or his family member as Class IV<\/li>\n<li>Undue interference to Elected Representatives\/Clash between ER and Education Department<\/li>\n<li>Demand for appointment of teacher as per the well of Land Donor<\/li>\n<li>Weaknesses\/Helplessness on the part of Education Department regarding policy formulation and its enforcement<\/li>\n<\/ol>\n<p><strong><span style=\"text-decoration: underline;\">Effects<\/span>:<\/strong><\/p>\n<p>Children of school going age are suffering from illiteracy. Even children who dare to go to schools situated in other communities, they are very few and again after certain period of time, they discontinue their studies. Discontinuation on the part of girl s<\/p>\n<p>tudents is much higher than on the part of boys students. Children become vulnerable to different social\/cultural evils and become burden for their family and community<\/p>\n<p>Similarly the huge investment of government goes useless and becomes wastage of resources.<\/p>\n<p><strong><span style=\"text-decoration: underline;\">Identification of Relevant Actors<\/span>:<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-803 alignright\" src=\"https:\/\/irsp.org.pk\/wp-content\/uploads\/2013\/06\/MNA-NA-09-disscusing-the-issues-of-the-illegal-occupied-schools-300x225.jpg\" alt=\"MNA NA 09 disscusing the issues of the illegal occupied schools\" width=\"180\" height=\"135\" \/><\/p>\n<p>The enforcement environment on the part of education department is extremely week due to the following reasons<\/p>\n<ol>\n<li>Influence of the Land Donors<\/li>\n<li>Interference of Elected Representatives<\/li>\n<li>Irresponsible\/biased attitude of Police Department<\/li>\n<li>Lack of Government interest\/support to education department.<\/li>\n<li>Lack of proper and effective enforcement mechanism<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"text-decoration: underline;\">Advocacy Options:<\/span><\/p>\n<p>Enforcement of agreement between land donor and Education Department or Elected Representative<\/p>\n<p>Advocacy for change in the policy regarding provision of free of cost land for constructing schools. There is day to day increase in land prices lead to problems in the urban area.<\/p>\n<p>Advocacy for the current situation in the district<\/p>\n<p><span style=\"text-decoration: underline;\">Strategy Options<\/span>:<\/p>\n<ul>\n<li>Letters to Education Departments<\/li>\n<li>Letter to DCO<\/li>\n<li>Meetings\/ engagement with all stack holders.<\/li>\n<li>FGDs with land donors<\/li>\n<li>Media.<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\">Setting Advocacy Goals<\/span>:<\/p>\n<ul>\n<li>To make the IOS schools functional.<\/li>\n<li>To motivate district education department for influencing the policy makers at provincial level for brining changes in the existing policy of construction of schools.<\/li>\n<li>Identification of Allies and Opponents:<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\">Allies<\/span>:<\/p>\n<ul>\n<li>Education Department<\/li>\n<li>Community<\/li>\n<li>Elected Representatives<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\">Opponents<\/span>:<\/p>\n<ul>\n<li>Land donor<\/li>\n<li>Elected Representatives<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\">Implementation Advocacy Initiative<\/span>:<\/p>\n<ul>\n<li>Advocacy campaign shall be initiated from letters to Education Department and DCO Mardan.<\/li>\n<li>Interface meetings will be made with Land donor, Elected Representatives and concern department.<\/li>\n<li>Media campaign<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>Problem Statement: The very scale of Pakistan\u00e2\u20ac\u2122s education sector presents formidable challenges.
